abstract:The General Office of the CPC Central Committee and The General Office of the State Council issued the Rural Construction Action Implementation Plan to vigorously implement rural clean energy construction projects

Beijing, May 23 (Xinhua) -- The General Offices of the Communist Party of China (CPC) Central Committee and The State Council have issued a rural construction action plan, requiring all localities and departments to earnestly implement the plan based on actual conditions.

 

According to the Rural Construction Action Plan, rural construction is an important task in implementing the rural revitalization strategy and an important part of the country's modernization drive. Since the 18th NATIONAL Congress of the CPC, all regions and departments have earnestly implemented the decisions and plans of the CPC Central Committee and The State Council, prioritized the development of public infrastructure in rural areas, and continued to improve working and living conditions in rural areas, resulting in great changes in rural areas. At the same time, China's rural infrastructure and public service system are still not sound, and there are still some major weaknesses and weak links in some areas, which fall short of the growing needs of rural residents for a better life. In order to promote the rural construction and further improve the level of livable and suitable work in rural areas, this program is formulated.

 

The Rural Construction Action Implementation Plan makes arrangements for rural energy and electric power construction, including:

 

Resource conservation and green construction. We should adopt a green and low-carbon approach, promote the intensive, economical and recycling of resources, promote green planning, green design and green construction, and integrate rural development with the natural ecological environment.

 

Clean energy projects will be implemented in rural areas. We will consolidate and improve rural power supply, advance the construction of urban and rural distribution networks, and improve the power supply capability of remote areas. We will develop solar, wind, hydro, geothermal, biomass and other clean energy sources, and explore the development of distributed, low-carbon and comprehensive energy networks that complement each other in areas where conditions are appropriate. In accordance with the requirements of establishing power first and then breaking it down, making it affordable to farmers, and ensuring sustainable development, we will steadily and orderly promote clean heating in rural areas in the north, strengthen the clean use of coal, promote the replacement of bulk coal, and gradually increase the proportion of clean energy in rural heating energy.

 

We will carry out projects to upgrade village-level comprehensive service facilities. We will promote "one-stop" services for the convenience of the people, integrate existing facilities and venues, improve comprehensive service stations at the village level, and support party affairs services, basic public services, and public utilities to be handled locally or online. We will strengthen the construction of village-level comprehensive service facilities and further increase the coverage of village-level comprehensive service facilities. We will strengthen the development of fitness facilities in rural areas. We will promote the integrated planning and construction of public lighting facilities, roads and public places in villages, and strengthen the construction of street lamps on main roads in administrative villages. We will accelerate efforts to improve the emergency broadcasting system at the community level in old revolutionary base areas, ethnic minority areas, border areas and less-developed areas. We will build emergency shelters in rural areas in light of local conditions, and build and upgrade rural public service facilities for barrier-free access.

 

We will improve the mechanism for managing and protecting rural public infrastructure. Local governments should clarify the subjects, responsibilities, methods and sources of funds for the management and maintenance of public infrastructure in villages in the form of a list, and establish a publicity system. Water supply, power supply, gas supply, environmental protection, telecommunications, postal and other infrastructure operators should implement universal service requirements and comprehensively strengthen the management and protection of their rural public infrastructure. We will promote integrated management and care of public infrastructure in urban and rural areas where conditions permit. We will introduce a user fee system for commercial and quasi-commercial facilities, and encourage nongovernmental capital and specialized enterprises to participate in the management and care of rural public infrastructure in an orderly manner.
