In the first half of 2022, a total of 489 energy storage related policies were issued by various provinces and regions across the country, including many related policies on the supply side and the demand side. A total of 200 supply side policies were issued, including 23 national guiding policies, involving the industrial side and the technical side; A total of 174 policies have been issued on the demand side, including 18 national policies, covering the power generation side, the power grid side and the user side. In addition, many regions across the country have issued 51 subsidy policies related to energy storage, of which the subsidy support policies for new energy vehicles and charging piles account for a large proportion. There are 64 policies related to the electricity spot market, of which 12 are newly added; On December 21, 2021, after the National Energy Administration issued the administrative measures for electric power auxiliary services, it deepened the auxiliary service mechanism in three aspects: resetting the types of auxiliary services, enriching the market participants, and opening the compensation and sharing mode of "who provides, who benefits, who bears", It is the new mode that the user side and the power enterprises jointly share the auxiliary service costs and more types of subjects participate in the provision of auxiliary services that makes the electric power auxiliary service market take on a new look.

 

 

2. Power safety

 

 

 

Safety has always been the top priority, and the frequent fire of energy storage batteries has also sounded the alarm bell for the power industry. Therefore, this year, a number of policies have been issued for power safety. As early as January 26, the National Energy Administration issued the "fourteenth five year plan" action plan for safe production of electric power, which proposed to strengthen the safety management of power grid dispatching and strengthen the capacity of inter provincial and inter regional safety regulation. Improve the flexible and safe regulation capacity of the power grid, promote the construction of emergency standby and peak shaving power supply, promote the establishment and improvement of the market mechanism for adjustable load resources to participate in auxiliary services, promote the safe development of various types of energy storage, and provide a security guarantee for the development of new energy. At the same time, with the vigorous promotion and application of new energy vehicles, their safety issues have been paid special attention, and the corresponding safety standards have also emerged with the trend.

 

On March 18, the Ministry of industry and information technology of the people's Republic of China issued the key points for automobile standardization in 2022, requiring that the revision of relevant standards for the safety of power batteries of electric vehicles be started to further improve the thermal runaway alarm and safety protection level of power batteries. On April 8, the Ministry of industry and information technology and other five departments issued the guidance on Further Strengthening the safety system construction of new energy automobile enterprises, requiring enterprises to put forward clear product safety index requirements for suppliers of key parts such as power batteries, drive motors and vehicle control systems.

 

 

 

On April 12, the work safety committee of the State Council successively issued two policies, namely, the national work safety plan for the 14th five year plan and the national fire protection work plan for the 14th five year plan, proposing to accelerate the preparation and revision of safety production standards in emerging fields such as electrochemical energy storage, hydrogen energy, coal chemical industry and distributed photovoltaic power generation. Strictly prevent and control the safety risks of new technologies, new industries and new formats such as electrochemical energy storage stations. We will improve the fire risk prediction and prediction mechanism for new materials and equipment, such as electric vehicles and electric bicycles, and optimize the implementation of intrinsic safety measures. In addition, energy security has always been related to the overall situation of national economic and social development. Ensuring energy security is an important part of the central government's "six guarantees and six stability" policy. Power supply is one of the core elements of energy security. In order to give full play to the basic role of power reliability management in power supply guarantee, promote the high-quality development of the power industry and improve the power supply level, on April 24, the national development and Reform Commission issued the power reliability management measures (interim), which will be implemented from June 1, 2022. The measures propose to actively and steadily promote the energy storage construction on the power generation side, the grid side and the user side, reasonably determine the construction scale, strengthen safety management, and promote the integration of source network load storage and multi energy complementarity. Establish a new energy storage construction demand release mechanism, fully consider the performance of various flexible regulation resources of the system, allow various energy storage facilities to participate in the system operation, and enhance the comprehensive regulation capacity of the power system; For large-scale wind, solar and other renewable energy power generation enterprises in desert, Gobi and desert areas, it is necessary to establish an appropriate power reliability management system, strengthen the reliability management of systems and equipment, and prevent large-scale off grid, which will affect the stable operation of the power grid.

 

On May 6, the emergency management department issued the "14th five year plan" for standardized development of emergency management, which once again proposed to formulate the fire early warning, explosion-proof and explosion suppression products and fire safety management standards of new energy places, facilities and equipment such as new energy vehicles, electrochemical energy storage facilities, distributed photovoltaic power generation facilities, hydrogen energy facilities, lithium battery production enterprises, etc., to ensure that the equipment safety complies with the specifications.

 

3. New energy vehicles and charging piles

 

As an important energy storage support for the development of renewable energy, new energy vehicles composed of electrochemical energy power systems pay special attention to the substitution of new energy vehicles for traditional energy vehicles.

 

 

 

On January 21, the national development and Reform Commission and other ten departments issued the implementation opinions on further improving the service support capacity of electric vehicle charging infrastructure to promote the innovation and pilot demonstration of vehicle network interaction technology. We will support power grid enterprises and automobile enterprises in building an innovative platform for the integration of new energy vehicles and smart energy in the upstream and downstream of the industrial chain, carry out cross industry joint innovation and technology research and development, and accelerate the construction of vehicle network interaction test and standardization system. Actively promote the pilot demonstration, explore the implementation path of new energy vehicles participating in the electricity spot market, and study and improve the trading and dispatching mechanism of new energy vehicles' consumption and storage of green electricity. Explore the internal charging facilities of the unit and the park to carry out the integrated pilot application of "optical storage, charging and discharging".

 

Then, on May 30, the Ministry of Finance issued the opinions on financial support for carbon peak and carbon neutralization, which also proposed to vigorously support the development of new energy vehicles, improve the supporting policies of charging and replacing infrastructure, and steadily promote the demonstration and application of fuel cell vehicles; In terms of measures, it is proposed to improve the government's green procurement policy, increase the government procurement of new energy and clean energy official vehicles and ships, and purchase new energy vehicles in principle for confidential communications and other official vehicles, except for special geographical environment and other factors, and give priority to purchasing and providing leasing services for new energy vehicles.

3、 Local policy

 

In the first half of 2022, all provinces and regions issued 437 energy storage related policies and 177 supply side related policies, of which 142 were industrial side policies and 35 were technology side policies. 156 demand side policies. 1. New energy distribution and storage policy

 

In the first half of 2022, 18 provinces and regions issued 27 new energy distribution and storage policies. The proportion of allocation and storage is generally 10%, and the energy storage time is 2 hours. The proportion of new energy allocation and storage in Inner Mongolia is 15%, and the energy storage time is up to 4 hours; The list of Anhui distribution and storage projects is up to 27% / 2H; The maximum storage allocation in Chengmai, Hainan is 25% / 2H; The proportion of new energy distribution and storage in Liaoning Province is 15%, and the energy storage time is 3 hours.

 

2. New power auxiliary service policy

 

On December 21, 2021, the National Energy Administration issued the administrative measures for electric auxiliary services, which is the first time to update and revise the administrative rules for auxiliary services after 15 years since 2006. The new "measures" have deepened the auxiliary service mechanism in three aspects. First, the types of auxiliary services have been reset. In particular, under the background of vigorously promoting new energy, new climbing varieties have been added to solve the fluctuation of new energy generation, thus stabilizing the foundation of new energy. Second, it enriches the market entities, integrating nuclear power, solar thermal power generation, pumped storage, etc. into the power generation entities, and at the same time, including energy storage and power users into the scope of auxiliary services. Third, the compensation and sharing mode of "who provides, who gains; who benefits, who bears" has been opened, which means that once the auxiliary services are officially put into operation in the future, the status quo that only the power generation entities in the past will be changed, and the responsibility of sharing the expenses will be upgraded to the power generation enterprises and market-oriented power users, effectively reducing the pressure of sharing the expenses of power generation enterprises and creating a larger market space for the development of the market. On January 12, 2022, the key points of energy regulation in 2022 issued by the national energy administration clearly stated that it is necessary to establish the sharing mechanism of auxiliary services with the participation of users, and comprehensively promote the participation of high-energy industrial load, industrial and commercial adjustable load, new energy storage, electric vehicle charging network, virtual power plant, etc. in providing auxiliary services. A new situation will emerge in which power generation enterprises and auxiliary service users share the costs together. At the same time, the subject objects that can provide auxiliary services are more abundant. Many provinces and regions have promoted independent energy storage power plants and virtual power plants as the main bodies providing auxiliary services for the market. The central China Regulation Bureau of the National Energy Administration issued the operation rules for the central China inter provincial electric power peak shaving and standby auxiliary service market (Draft for comments), which pointed out that the new market participants participate in the market with energy storage devices, electric vehicle charging piles and other load side adjustable resources.

 

 

 

 

 

The year 2022 is the second year of the "14th five year plan". In the important window period of accelerating the transformation to a new power system, there is a more urgent need to make full use of the auxiliary service market to better absorb clean energy. The continuous promotion of market-oriented trading of auxiliary services will become the new normal of the future power market.

 

3. New time of use tariff policy

 

In the first half of 2022, all provinces and regions issued a total of 9 user side energy storage policies involving time-of-use price, most of which are to encourage the improvement of time-of-use price policies. Among them, the Xinjiang development and Reform Commission issued the autonomous region's plan for implementing and further deepening the marketization reform of coal-fired power generation on grid price and the marketization reform plan of on grid price (Draft for comments), which specifies the time-of-use price standards: Peak Industrial and commercial power consumption The valley electricity price fluctuates by 65% on the basis of the flat section electricity price. The electricity price in peak period shall be 20% higher than that in peak period. Cancel the sales price of industrial and commercial catalogue. We will promote industrial and commercial users to enter the market and purchase electricity in a market-oriented manner to form electricity prices. We will correspondingly cancel the current sales prices of large industrial electricity, general industrial and commercial electricity and other electricity.

 

4. Policies related to new energy vehicles and charging piles

 

The new energy vehicle composed of electrochemical energy power system is an important energy storage support for the development of renewable energy. The automobile revolution that has occurred is greatly promoting the energy transformation and energy revolution with the super large-scale energy storage capacity. From the perspective of double carbon strategy, the development of new energy vehicles will help to achieve carbon peak and carbon neutralization in advance. Under the encouragement and guidance of national policies, in the first half of 2022, a total of 23 provinces and regions across the country introduced new energy vehicles and charging
