According to the latest statistics of the Ministry of public security, by the end of June 2022, there were 10.01 million new energy vehicles in China. It is reported that the power batteries on the first batch of new energy vehicles in China have ushered in a wave of retirement. When new energy vehicles are scrapped, how should these batteries be disposed of and who will recycle them?

The new energy vehicle of Zhejiang Xiaoyang has been used for nearly 5 years and has driven 200000 kilometers. After the range was reduced, she planned to change the car, but she never knew what to do with the batteries in the old car. On that day, she came to the county's power battery recycling service outlet for consultation.

Yang Yuwen, a citizen of Changxing County, Zhejiang Province: there are mainly two aspects. One is the price of the battery and how much it can be recovered; Another aspect is where the battery is recycled and whether it causes pollution to our environment.

At this designated recycling outlet, the staff told Xiao Yang that according to relevant regulations and market prices, the batteries on her car could be sold for more than 10000 yuan.

Yang enqing, head of power battery recycling network: power battery recycling is based on its range, pressure difference and capacity. After our testing, we will recycle it gradually. If the (battery capacity residual value evaluation) is 20 kWh and the market price is 400 yuan per kWh, it is 8000 yuan.

This recycling service outlet is one of the more than 10000 power battery recycling outlets recently announced by the Ministry of industry and information technology. Owners of new energy vehicles can query the information of the nearest recycling outlets to standardize the handover of retired batteries. The "20 kwh" mentioned by the staff of the network refers to the residual value evaluation of the battery capacity, that is, the charging and discharging capacity of the battery when it is decommissioned. The stronger the capacity, the higher the selling price. The recycling network will assess the residual value of the new energy vehicle according to the condition of the power battery and the condition of the vehicle body. The vehicle owner can entrust a qualified network to scrap the vehicle body at the same time when handing over the power battery. If the battery cannot be handed over through formal channels, it may flow into small workshops and factories, causing harm to the environment.

Zhang Ying, Secretary General of scrap vehicle recycling, disassembly and reuse branch of China Renewable Resources Association: if the battery is not handled properly, it may cause some safety accidents. Furthermore, irreversible environmental pollution will be caused, for example, secondary pollution generated in the process of soil and water system, and related treatment will cause great damage to the environment.

Power battery "returning without rest" to maximize the utilization of surplus energy

The "retirement" of power battery in new energy vehicles does not mean that the potential of the battery has been exhausted. On the contrary, it has great potential for recycling development and reuse. Let's take a look at how the power battery "never stops".

Yang Yi, recycling Department of a new energy vehicle battery recycling white list enterprise: This is just received from the company. There are almost more than 1000 battery packs removed from the new energy vehicle. Compared with previous years, it has been increasing year by year.

In a battery recycling plant in Zhejiang, the reporter saw that each retired battery pack consists of hundreds of cells, and the factory's technicians are inspecting these cells. In August last year, the Ministry of industry and information technology jointly issued the management measures for the echelon utilization of power batteries of new energy vehicles, which proposed that after the power batteries of new energy vehicles are retired, there are generally 70% - 80% of the remaining capacity, which can be degraded for energy storage, backup and other scenarios, so as to maximize the utilization of the remaining energy.

Zhang Ying, Secretary General of scrap car recycling, dismantling and reuse branch of China Renewable Resources Association: in fact, the concept of echelon is not very strange in our life. The high-power car toys used by children may not be able to carry the car, but if we take down the battery and put it in our TV remote control, it may still be able to use for 3-6 months. It is also a very representative concept of echelon utilization.

After the decommissioned power batteries enter the designated factory, technicians will inspect, classify, disassemble, repair or reorganize them, so that they can be applied to other fields. It is understood that in Wuhan, Hubei Province, some of the takeaway brothers have used electric vehicles equipped with "Echelon battery utilization" to walk through the streets and lanes every day.

Yu Feng, delivery courier: because I receive more orders, I need to change the electricity three or four times when I use the previous car. Now I only change the electricity (pool) once a day when I use this car. Sometimes I don't even need to change the electricity (pool). You can save more time and run more singles. I recorded with my mobile phone that it can run 130 kilometers at most.

Xiaoyu introduced that the original lead-acid battery was used, and the secondary battery used this time was lithium battery, which improved its performance. It is understood that nearly 4000 couriers in Wuhan have used this echelon battery. At present, there are two ways to recycle retired power batteries: echelon utilization and recycling of raw materials. The former is to disassemble and reassemble the retired power battery and apply it to energy storage and other fields with low requirements for battery energy density; The latter is to extract expensive metal materials such as cobalt, nickel and lithium from discarded batteries.

Kong Fanzhen, technical quality department of a new energy vehicle battery recycling white list enterprise: generally, the nickel content of the processed product is 20% to 40%, for example, the nickel content in the nature is 1.1%, which is definitely a very rich urban mine.

Establish traceability management platform to monitor the flow of waste batteries

Regardless of echelon utilization or recycling, the premise is to monitor the flow of waste batteries, so as to achieve the purpose of traceable source, traceable destination, controllable node and traceable responsibility, so as to effectively supervise the implementation of responsibilities in all links. To establish a traceability management platform is to ensure the supervision of power batteries.

It is understood that the Ministry of industry and information technology has formulated the Interim Provisions on the traceability management of new energy vehicle power battery recycling and set up a corresponding traceability management platform. The reporter learned that at present, the traceability of battery recovery is just at the initial stage: the national traceability management platform has only collected the scrapping information of 22000 new energy vehicles.

According to experts, when scrapping vehicles, some consumers do not know the correct and compliant scrapping route, choose intermediaries with incomplete qualifications, or social personnel directly remove the battery packs, which makes the batteries flow into informal channels, which also causes the interruption of battery traceability information. According to incomplete statistics, nearly 70% of the scrapped new energy vehicles are scrapped without batteries.

Zhang Ying, Secretary General of the scrapped vehicle recycling, dismantling and recycling branch of China Renewable Resources Association: we hope that the majority of vehicle owners can clearly understand that new energy vehicles, vehicles and batteries are inseparable, and try to hand over the vehicles and batteries to enterprises with recycling qualifications for recycling.
